The Regional School Choice Office (RSCO) is located at the State Department of Education, 165 Capitol Avenue, Hartford, CT 06106.
Our location at 165 Capitol Avenue is the State Office Building that is next to the Bushnell Theater and across from the State Capitol Building. The main entrance to 165 Capitol Avenue is under the large blue canopy that has the numbers “165.”

RSCO PARENT INFORMATION CENTER Room 270
At 165 Capitol Street, the RSCO Parent Information Center is located on the second floor, in Room 270. In the RSCO Parent Information Center, parents can obtain information about RSCO schools and programs and also complete online applications for the RSCO lottery. The hours of the RSCO Parent Information Center are 8:30AM to 4:30PM, Monday through Friday.
After entering 165 Capitol Street, please sign in at the Security Desk and then take the elevator to the RSCO Parent Information Center, 2nd floor, Room 270. If you need assistance, please ask the Security guard on duty.Please check with us, as this location may change.
Public Transportation: Connecticut Transit buses #61, #63, and #69 stop in front of 165 Capitol. Please call CT Transit at 860-525-9181 for more information.
Parking: On Capitol Street and Buckingham Street there is available off-street, metered parking. Off Buckingham Street, on Cedar Street and Wadsworth Street, there is available off-street, non-metered parking. After 2:30PM, there is available parking to the public at the State Office Building parking lot.
Handicap entrance: If you need to enter the building through an entrance for the handicapped, please inform the Security Guard in the parking lot. He/she will direct you to the building’s entrance for the handicapped.
Application by Zone: Based on which Hartford public school Zone (see chart below) you reside in you may select up to 5 districts in that zone and/or select the “All Districts” option. Applicants must rank order the districts first, with the option of “All Zones” as the final selection if they choose it. Selection of “All Districts” will allow the applicant to be placed in any district where a seat is available. Applicants may also choose “All Districts” as their only choice.
